File consists of correspondence with John Kennett Starnes, the former Director General, Security and Intelligence Directorate for the Royal Canadian Mounted Police (RCMP). Starnes first wrote to Whitaker objection to the latter’s interpretation of his comments regarding the Parti Quebecois and Quebec separatism, which Whitaker quoted in his submission to the Special Committee on the Review of the Canadian Security Intelligence Service Act (CSIS Act). Whitaker and Starnes then converse about the interpretation of “targeting” in the context of the CSIS Act. Whitaker also writes to Blane Thacker, MP, who served as the Chairman of the Special Committee on Review of the CSIS Act regarding Starnes original letter. Whitaker and Starnes then continue their correspondence regarding national security and intelligence matters, including the October Crisis (1970) and the Gulf War (1990-1991).
